Investigators of the April 2010 Gulf of Mexico oil spill and representatives from BP, Transocean, and Halliburton testified about the findings of a report on the spill. Michael Bromwich said fines against companies for offshore violations should be much higher, and that responsibility for the spill lay with the companies and not the government. Representatives from BP, Transocean and Halliburton talked about changes and improvements to safety since the accident but were limited in answering questions due to on-going investigations and lawsuits. close
