Energy Secretary Steven Chu testified on the Energy Department's decision to back over half a million dollars in loan guarantees to solar-panel manufacturer Solyndra, which later went into bankruptcy. In his testimony he denied that there was pressure from the White House to offer the guarantees and stressed the importance of investing in new energy sources in light of competition from China.
