The committee heard testimony on H.R. 1304, the Telephone Advertising and Consumer Rights Act, and H.R. 1305, the Telephone Consumer Privacy Rights Act. The two bills were introduced to protect the consumer from unwanted electronic solicitation and to protect the consumer’s privacy against unwanted caller identification. Witnesses testified on advertising solicitation techniques using the telephone, including automatic dialers and “junk FAX” advertising. They also testified on the use of "caller ID", which allows the receiver of a telephone call to know the number of the party making the call before answering. close
