Witnesses testified about plans to use budget surpluses to save Social Security and Medicare as the baby boom generation approaches retirement age. Mr. Summers presented the president’s plan which reserved approximately 70 percent of the surplus for these programs. He was followed by a panel of experts who discussed various aspects of the plan including provisions to establish an independent agency which would invest a small portion of the revenue in the stock market.
