President Bush addressed a luncheon of the National Federation of Independent Businesses to discuss the administration’s agenda of legislation for 1991. He thanked the Federation for aiding the administration’s work in Congress in defeating mandated parental leave, in supporting parental choice in child care, and in passing the extension of fast track trade authority for the presidency. He asked for the Federation’s aid in passing the administration’s civil rights legislation, and harshly railed against civil rights bills containing quotas. Turning to the economy, President Bush promised to veto spending bills passed by Congress that defeat the administration’s stated spending caps and the budget accord, supported strong banking institutions, and discussed the administration’s stance on foreign trade. Finally, he mentioned the administration’s Education 2000 education initiatives, and the cost of ever-increasing litigation that hurts small businesses. close
