Secretary Chuck Hagel gave the keynote speech at the annual meeting of the Association of the U.S. Army. He talked about his proposal to reduce the active duty Army force to its lowest level since before World War II. This came as a result of defense spending cuts and a change in defense strategy to make the military a smaller tactical force as it shifts to more specialized capabilities.
