September 11 Commission chairme testified about their final report on the terrorist attacks and intelligence failures surrounding the attacks. They also talked about proposals to create a new head of intelligence to coordinate all intelligence agencies within the government.

At the beginning of the hearing Chairman Goss read his letter of resignation that he had offered to the Speaker of the House. He said that while he wished to remain a member of the committee, he would step aside as chairman while proceedings for his nomination as Director of the Central Intelligence Agency moved forward. Representative Boehlert chaired this hearing.
