Senator John Seymour, of California, was sworn in to fill the unexpired term until the vacancy in the term, ending January 3, 1994, caused by the resignation of Senator Pete Wilson, is filled by election as provided by law. A unanimous-consent agreement was reached providing for consideration of S.J. Res. 1, regarding U.S. policy to reverse Iraq’s occupation of Kuwait. S.J. Res. 1 maintained that the Congress authorized the use of military force to enforce the United Nations embargo against Iraq, while also continuing sanctions with the threat of a possible declaration of war. The resolution also allows for twenty hours of floor consideration, with limits of two hours of debate on each amendment. After the Senate concludes debate, a vote will occur on its passage.
