The Senate rejected S.J.Res. 180, proposing an amendment to the Constitution of the United States authorizing the Congress and the States to prohibit the physical desecration of the flag of the United States. The Senate agreed to the conference report on H.R. 2990, making appropriations for the Departments of Labor, HHS, and Education and related agencies for the fiscal year 1990.
