The Senate convened on the opening day of the 112th Congress. Debate focused on Senate rules governing filibusters and the practice of placing secret holds on nominations. At the end of the day, the Senate recessed indefinitely in order to extend the legislative day to allow negotiations on new rules.

Changes to the rules that govern the Senate require only a simple majority on the first legislative day on which the Senate convenes. close
