Telephone lines were open for comments as Senators held a rare closed-door joint caucus of the Senate convened at the request of Senate Minority Leader Mitch McConnell to discuss proposed changes to the Senate filibuster rules. Live scenes were shown in the background of the U.S. Capitol.
