Joe Foss discussed attempts to outlaw semi-automatic firearms and why these attempts are not only misdirected but also unconstitutional. He argued there is an absolute right for all citizens to bear arms. At the same time. however, he made it clear that anybody using guns in a crime should be punished to the fullest extent of the law. Thus, while the NRA is opposed to any attempts to outlaw firearms, it is not opposed to regulating these in some manner so as to insure that criminals and the insane are not allowed access to such weapons. Foss makes two other clear policy statements. First, he stressed the need for education on the proper use of firearms. Secondly, he stressed a deep concern over the lack of punishment of criminals using guns. He answered audience questions. close
