Judge Starr’s speech was titled, “The President, the Supreme Court, and the War on Terror.” He talked about preserving the balance between protecting the homeland while still preserving the nation’s civil liberties when creating legislation. After his presentation he responded to audience members' questions.

Judge Starr was formerly a federal judge on the D.C. Court of Appeals, solicitor general to former President George H.W. Bush, and independent counsel for five investigations. close
