China scholars and political analysts talked about the transition of power in China at its 18th National Congress and what can be expected from its new leadership. Cheng Li began the discussion with a detailed slide presentation analysis of the new leadership, saying the change was an opportunity for those in command to prove themselves as capable economic administrators. Kenneth Lieberthal spoke about the complexities of and obstacles to reforms, and the need to attack corruption. Stapleton Roy in his remarks described how a one-party system functions and some of the changes in China over the preceding 30 years. The program included audience members' questions. 
This panel was part of the Brooking Institution forum titled, “America and China in the Aftermath of Election and Succession: Paths and Pitfalls.”
