With the possibility of a summit between U.S. President Bush and Soviet President Gorbachev in July of 1991, witnesses testified on several issues pertaining to U.S.-Soviet relations, particularly concerning arms control. Issues discussed by panel members include the current state of conventional and unconventional weaponry owned and operated by the U.S. and Soviet Union, and the status of arms control agreements between the two countries, including the START treaty. Mr. Sonnenfeldt said the threat of political instability in the Soviet Union leading to use of Soviet nuclear weaponry in any manner was grossly exaggerated.
