Witnesses testified regarding United States policy toward Cuba. Many condemned the Fidel Castro and the Cuban government for restricting the rights of the Cuban people and harshly penalizing dissidents for political reasons. Some witnesses and senators criticized the longstanding U.S. policy of isolating Cuba as ineffective, but voiced concerns that any action to increase or permit travel or trade could be construed as support or reward for the Castro government. Others argued that, given recent events in Cuba, the U.S. could not in good conscience alter the policy of isolation. close
