The House Armed Services Committee Defense Policy panel heard testimony on the performance of the military command in the Persian Gulf war. The panel sought to investigate how the military structure mandated by the Goldwater-Nichols Reorganization act of 1986 worked under actual combat conditions. The reorganization was made to attempt to ease coordination of the separate branches of the U.S. military by placing more power in the Joint Chiefs of Staff and Washington military officials rather than the division commanders themselves. The committee heard from former U.S. military commanders, who discussed the roles of the divisions of the U.S. military in combat conditions. Specific questions were raised on what each division would be responsible for in actual combat, such as which division would provide close air support for ground troops.
