The hearing discussed the effect of the abortion "gag rule". This rule was established on March 20, 1992 and it prohibits a health worker at a federally funded clinic from counseling a patient about abortion or from referring them to a clinic that can perform an abortion. The committee heard testimony from the Department of Health and Human Services and the leaders of several women’s groups. close
