State Department officials testified about a 1995 agreement approved by Vice President Gore and then Prime Minister Chernomyrdin allowing sales of Russian conventional weapons to Iran despite a 1992 law that required sanctions against countries selling weapons to states which sponsored terrorism. Although the agreement required Russia to stop all sales by 1999, sales continued, prompting official complaints to Moscow. Officials said that the infraction did not trigger sanctions because the weapons did not meet the act’s definition of advanced conventional weaponry and did not destabilize the region. They also said that the weapons posed no threat to U.S. forces in the region. close
