Ethan Rome reacted to a federal judge ruling in Virginia declaring the Obama administration’s health care law unconstitutional, and he responded to telephone calls and electronic communications. Mr. Romie is the executive director of a national pro-health care reform grassroots coalition that spent $47 million to win passage of the law.
