Immigration and Naturalization Service officials announced new procedures to help combat fraud and reduce the time lag in the naturalization process. The plan also includes new technology, including a completely electronic filing system and electronic fingerprinting, as well as a more standardized citizenship test. The changes are the result of a study by an outside consultant, Coopers and Lybrand.
