Secretary Chertoff testified about funding for FEMA and the agency’s ability to provide relief to victims of Hurricane Katrina. He said that inadequate funding had hampered federal responses to the disaster, which had overwhelmed the agency and department. Secretary Chertoff pledged to “retool FEMA . . . so that it can fulfill its historic and critical mission supporting response and recovery.” He also talked about the role and responsibilities of the Homeland Security Department in times of national disaster. close
