Commissioners released their final report on the September 11, 2001 terrorist attacks on the United States and talked to reporters about their findings and recommendations. The report assigned no specific blame to either the Clinton or Bush administrations but found fault in intelligence practices prior to and following the attacks as well as recommended reorganization of the government to streamline intelligence gathering and dissemination. Following their remarks they answered questions from the reporters.
