President Clinton announced that Mexico is making the last payment on a $13.5 billion loan, three years ahead of schedule. He stated that the U.S. “did the right thing by Mexico and the right thing for the U.S.,” noting that Mexico has recovered from recession and U.S. exports to Mexico have steadily risen. He originally offered $20 billion from executive discretionary funds to circumvent congressional opposition to a loan in February 1995. Following the president’s announcement, Secretary Rubin and Ambassador Herzog signed the protocol officially terminating the special loan agreement. Then President Clinton and Secretary Rubin answered questions from the press. close
