Vice President Joe Biden commented on the latest unemployment numbers as he spoke via satellite to employees of a manufacturer of solar panels in Freemont, California. The Labor Department announced a rise in the unemployment rate for August, from 9.4% to 9.7%, as employers eliminated 216,000 jobs.
