The subcommittee heard testimony on legislation that would attempt to improve the quality of telephone networks and transmissions. Representatives of public utilities and telecommunications companies spoke about legislation, which would increase the role of the FCC in regulating telephone companies and recompensate consumers when telephone networks fail. The legislation was prompted by the increasing load of voice and data transmissions on the present equipment and by the breakdown of AT&T telephone service for several hours in late 1991. close
