The committee heard testimony on S.250, the National Voter Registration Act of 1991. The second in a series of hearings on voter registration, witnesses included representatives of civil rights groups, election officials, and a voter registration organization. S.250, the “motor-voter” bill, would make voter registration possible through automobile license branches in connection with driver’s license registration. With voter registration indicated on the driver’s license, voters would not have to go through separate elaborate registration methods in order to vote. Opponents of the bill claimed the new voter registration procedures would be extremely costly to state and local governments, would increase the likelihood of fraud in voter registration, and would represent overreaching federalism encroaching upon the rights of local governments. Representatives of “Rock the Vote” described efforts to increase registration through music and advertising directed to youth. close
