In a portion of the Senate’s debate on welfare reform, senators debated an amendment by Senator Lauch Faircloth (R-NC) which would eliminate cash benefits to unwed mothers under eighteen unless the pregnancy resulted from rape or incest. The Senate voted down the amendment by a 76 to 24 vote. close
