In this speech, Meese discussed the separation of powers as it relates to the president and Congress. He argued that although the term does not actually appear in the Constitution, it is written into Articles I through III, and has been upheld by the Supreme Court in numerous cases. Meese argued that the system of separation of powers is a necessary element of democracy as it protect individual liberties and maintains an objective government. close
