Justices heard arguments from attorneys representing the Bush and Gore campaigns, several Florida counties, and the Florida secretary of state on whether to include manually counted votes in the final vote count to be certified by the secretary of state. At issue were deadlines, set by statute, for counting and reporting votes, the amount of discretion the secretary of state had in accepting amended vote counts, and the proper interpretation of the will of the people. close
