Special Inspector General for Iraq Reconstruction Stuart Bowen testified about a report on problems with contracting in Iraq and proposed changes to try to prevent future waste, fraud and abuse in Iraq contracting. He also talked about the impact of sectarian violence on reconstruction efforts and costs, coordination of various agencies and businesses performing reconstruction tasks, and the overall costs of reconstruction operations.
