Officials from the Food and Drug Administration and Colleen Goggins from Johnson and Johnson testified about a recall of children’s Tylenol and other children’s medicines. The FDA officials said that the agency was considering criminal penalties for a “pattern of noncompliance” with good manufacturing practices. Ms. Goggins said that the company kept the FDA fully informed of its actions and didn’t have “any intent to mislead or hide anything.”
