The House Education and Labor Committee held an investigative hearing into alleged mismanagement of the Reading First program and conflicts of interest with authors and publishers. Topics included the inspector general’s report, scientific research on teaching reading, expert review panels, Reading First experiences in Texas and Kentucky, allegations that DOE officials and contractors had conflicts of interest, and the Reading First Improvement Act which requires screening for conflicts of interest.

The Reading First Program was begun in 2002 with $1 billion available to schools to improve early elementary school reading. States applied to be assessed and awarded funds.
