This case deals with the constitutional rights of prisoners. In particular, a prisoner diagnosed with HIV at Vacaville State Prison was isolated in the infirmary. The issue was whether his constitutional rights were violated and whether he received adequate medical care. Mr. Rand was the inmate and Mr. Rowland one of nine prison officials who were defendants in the case. This case was heard at the U.S. Court of Appeals for the Ninth Circuit in San Francisco, California. close
