Witnesses testified in favor of establishing an executive level Department of Veterans' Affairs. Areas investigated include the cost of administering a new department and how that added cost will affect programs already in place in the VA. Different organizational strategies are discussed, such as appointing eleven undersecretaries. Tension is felt throughout this hearing because of chairman John Glenn’s concerns over the consequences of elevating the VA. close
