Rep. Watts delivered a prayer and then addressed the audience and said the young people receiving OLIVER scholarships are his heroes and an encouragement to his colleagues. He also said that the Orphan Foundation of America is the recipient of a $100,000 grant for college scholarships for American orphans. Rep. Watts said that an individual’s importance was judged by how one interacted in the life of a child. He also said that the students he has met in connection with the scholarship program made him very optimistic in the future of America. Following his remarks the scholarship winners were announced.
