In the last portion of a three-day investigation of the Internal Revenue Service, committee members heard testimony from Acting Commissioner Michael Dolan. He defended the agency against some charges, such as targeting low-income taxpayers and apologized for some of the misconduct which has come to light in the earlier hearings. He also stressed that the agency is changing procedures, such as measuring performance by revenue collection because managers and employees feel the pressure of these measures as if they were quotas. close
