Secretary Ridge talked about the creation of a “public readiness index” to gauge the readiness of citizens, schools, businesses, and other community organizations to respond to emergencies. The program would allow citizens and community leaders to measure, track and address gaps in local preparedness. Following his remarks a panel spoke bout public readiness issues.
