Jack Nelson moderated a panel discussion on the state of election reform. Topics included an update on the work of individual states to prepare for the upcoming election, the lack of a constitutional right to vote, reforming the electoral college, and requiring paper trails for all ballots and routine audits for a percentage of vote tallies. Following their presentations, panel members responded to questions from the audience.

“Problems that Remain: Election Reform Delayed” was the first panel of a forum on the status of implementation of the September 19, 2005, recommendations by the Carter-Baker Commission on Federal Election Reform.
