Former Senator Ted Kaufman, chair of the Congressional Oversight Panel to oversee the Troubled Asset Relief Program (TARP), talked about the release of the panel's 30th and final oversight report. He also responded to telephone calls and electronic communications. The panel found that while TARP will cost taxpayers much less than originally thought, the impact goes beyond costs and may have led to distortions in the financial markets by implicitly guaranteeing "too big to fail."
