Panelists talked about how new technologies have outpaced traditional privacy safeguards and what the possibilities are for updating the Electronic Communications Privacy Act (ECPA) and other electronic surveillance laws. In their discussion they concentrated on electronic mail and cell phones. They agree that changes were needed to address technology and national security threats but that any reforms should also protect civil liberties.
