In the keynote address, Attorney General Reno described her experiences with prison industry programs during her career as a prosecutor in Florida, including impediments to effective programs. Rep. McCollum talked about the costs to society of prisoners returning to society with no marketable skills, the result of which is further criminal activity. He encouraged greater use of prison industry programs, including counseling and job placement, and spoke to the complaint of prisoners taking jobs away from the private sector.
