In his first news conference since winning election to a second term Tuesday, President Clinton announced the resignation of Leon Panetta and his appointment of Erskine Bowles as chief of staff. He also spoke about campaign finance reform and the federal budget. He praised Mr. Panetta’s work and wished him well, then detailed the qualifications of Mr. Bowles. Following this Mr. Panetta and Mr. Bowles spoke briefly. He took questions from the press on a variety of issues. close
