President Clinton spoke to an audience on his economic program on the day after he introduced the program to Congress and the nation in an address to a joint session of Congress. In his remarks, the president outlined the spending cuts he intends to make in the government, and said 98.8 percent of Americans will not have a rise in their tax rates.
