Former Congressman Major Owens (D-NY) talked about his book The Peacock Elite: A Case Study of the Congressional Black Caucus. He discussed the Congressional Black Caucus and the continuing impact of caucus politics with Bob Hardt. They also responded to questions from members of the audience. The discussion was moderated by Carlo Scissura.
