Treasury Secretary Robert Rubin, Vice President Al Gore and several municipal leaders talked about how the Clinton administration tax cut proposal will help urban areas and residents. They outlined the benefits of four main proposals: cleaning up abandoning factory sites, empowerment zones, welfare to work tax credits and tax incentives for lending to inner cities.
