Members of the Senate debated and voted on S. 323, the Title X Pregnancy Counseling Act of 1991. The bill would prohibit the Department of Health and Human Services from enforcing regulations preventing doctors in federally funded family planning clinics from mentioning abortion as an alternative for a pregnant woman. The bill would effectively overturn the June, 1991 Supreme Court decision allowing the regulations to stand. Two amendments to the bill were passed by the Senate. The first would make family planning clinics notify the parents of a minor seeking an abortion, while the second would allow adults other than the minor woman’s parents to determine whether the woman is mature enough to make a decision involving abortion. The bill was passed on a voice vote. close
