Philippine President Gloria Macapagal Arroyo gave her fifth State of the Nation Address (SoNA) before a Joint Session of Congress. She had been accused of corruption and recently apologized for speaking to an election official before the final votes were announced in last May’s election. President Arroyo proposed a shift to a parliamentary form of government, in response to what she admitted was a political crisis.
