President Bill Clinton announced a report by the Pension Benefit Guaranty Corporation that it has posted the first surplus in its history. He said that his reform measured three years ago had put the program on a sound footing and he called for Congress to place further controls on the pension industry. Secretaries William Daley and Cynthia Metzler were on the PBGC board of directors. close
