Senator Rand Paul (R-KY) spoke with reporters outside the White House after attending President Obama’s announcement of five “Promise Zones,” or low-income areas targeted for federal economic support. The senator said he believed that lowering taxes would do more to help the areas than direct federal investment. He also responded to questions about intelligence issues. He told reporters that he did not support clemency for Edward Snowden, but he believed Mr. Snowden should not be punished any more severely than National Intelligence Director James Clapper, whom the senator described as committing perjury by lying before Congress. He also indicated that the Ryan/Murray budget deal had likely taken that issue off the front burner of Capitol Hill politics, even though he did not agree with the substance of it. close
